“Reaches to the Lowest Hell”? (a critique of a beloved hymn)

I love old hymns, and I especially love the hymn entitled “The Love of God” by F.M. Lehman.  Here are the lyrics to this song:

    It goes beyond the highest star,
    And reaches to the lowest hell;
    The guilty pair, bowed down with care,
